It is now quite certain that Chinese Masters, when under English supervision, can teach the rudiments of English in accordance with modern methods; and I now propose to open two Second Grade Anglo-Chinese Schools, giving instruction up to the 3rd. Standard, one at Tanglung-chau and one at Aberdeen, The people of these neighbourhoods are poor, and can hardly afford to keep their children at School more than 8 years. In those years it is proposed to teach them how to speak English, to write a simple letter in English or Chinese, simple Arithmetic, a good deal of general information, good manners. There are Government Buildings available, the one at Aberdeen being lent at present to the Church Missionary Society. I propose to put one Master at each School on a salary of $600..

I propose further that Mr. Curwen be asked to continue the very valuable work now being done at the Normal Class by Mr. Williams, who will no longer be able to spare the time. In consideration of the additional work and responsibility thus laid upon him, I think it only fair to suggest that Mr. Curwen's salary should be raised to £330 from the beginning of 1905 instead of 1906. This would represent an increase of £30 say at 1/10......
